Micro Planning

Micro Planning is planning at the lowest level of development. It brings the planning process to the grass root level to tackle specific problems at the micro region. Development of local resources and provision of infrastructure facilities receives due attention during the process of micro planning, along with local tradition, history, values and practices.

The main reasons for undertaking local/micro level planning are as follow:

(a) Specific attention may be given to the needs of the targeted groups;

(b) Programmes are geared more towards the specific needs of the area;

(c) To decentralise the planning process

(d) A closer partnership with the people and the planners can be established;

(e) The lowest echelons of the administration can be organised and coordinated.

Under DPEP, micro planning has two crucial elements, namely, village based planning and school based planning. Village based planning requires involvement of the village community in mobilizing people to enroll each child for universalization of education, and provide support to school in financial or non-financial ways. School based planning aims at the making the school function effectively. In the process of micro planning , one has to look at the grassroot institutional arrangements such as VECs/MTAs/PTAs/Mahila Samkshya groups/ and BRCs/ CRCs. Capacity building of these institutions is crucial in the process.

Microplanning was initiated, initially, in the three project districts with a view to prepare Village Education Plan and a School Improvement Plan. It has been initiated in a total of 90 selected villages (30 from each district). The Gujarati Guidelines on step-wise procedures for preparation of Village Education Plan and School Education Plan have been prepared and shared with grass-root functionaries. Two booklets on micro-planning and institutional development have been brought out and sent to all the schools in the three project districts. By end of this quarter, micro planning will be completed
